DIGEST Protest challenging the agency's exclusion of the protester's proposal from phase 1 of a competition in which the agency evaluated the past performance, experience, and team structure factor is denied where the protester has not established that the agency's evaluation was unreasonable or inconsistent with the terms of the solicitation or applicable procurement law and regulation. DECISION Tygrove Technologies, RLLP, an 8(a) small business joint venture' of McLean, Virginia, protests the issuance of a task order to Business Enabled Acquisition & Technology, 1 Section 8(a) of the Small Business Act, 15 U.S.C. § 637(a), authorizes the Small Business Administration (SBA) to enter into contracts with government agencies and to arrange for performance of those contracts through subcontracts with socially and economically disadvantaged small business concerns. Federal Acquisition Regulation (FAR) 19.800. This program is commonly referred to as the 8(a) program. Here, Tygrove is an 8(a) small business mentor-prot6g6 joint venture (JV or MPJV) composed of: Inserso Corporation, the large business mentor, who is also the incumbent contractor; and Potomac Haven Inc., the 8(a) small business prot6g6 and managing member.
