DECISION Two Knights Defense, LLC, a small business of Huntsville, Alabama,' protests the award of a contract to Five Stones Research Corporation, a small business of Huntsville, Alabama, under request for proposals (RFP) No. HQ0858-22-R-0002, issued by the Missile Defense Agency (MDA) for information management and information technology (IT) resource management support. The protester challenges the agency's evaluation of its proposal under the mission capability and past performance factors, as well as the best-value tradeoff decision.
