DIGEST
1. Protest challenging the agency's evaluation of proposals under technical factor is
denied where the evaluation was reasonable and consistent with the solicitation.

2. Protest that the agency unreasonably evaluated the awardee's proposal under past
performance factor is denied where the record shows that the agency's evaluation was
reasonable and consistent with the terms of the solicitation.
DECISION

American Tech  Solutions, LLC (ATS), a small business joint venture1 of Chantilly,
Virginia, protests the issuance of a task order to Obsidian Global LLC, a small business
of Washington, D.C, under fair opportunity proposal request (FOPR) No. FA3002-22-
R-0026, issued by the Department of the Air Force for services and equipment to
sustain and deploy software and architecture for the agency's graduate/training
integration management system (G/TIMS).  The protester challenges various aspects of
the agency's evaluation of the offerors' technical proposals and the Air Force's
evaluation of Obsidian's proposal under the past performance factor.
