Subject: Federal Communications Commission: Call Authentication Trust Anchor

Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a major rule
promulgated by the Federal Communications Commission (FCC) entitled Call Authentication
Trust Anchor (FCC 23-18). We received the rule on March 30, 2023. It was published in the
Federal Register as a final rule on June 21, 2023. 88 Fed. Reg. 40096. The effective date is
August 21, 2023, except for the amendments codified at 47 C.F.R. § 64.6303(c) (amendatory
instruction 9) and 64.6305(d), (e), (f), and (g) (amendatory instruction 12) which are delayed.
FCC  will publish a document in the Federal Register announcing the effective dates for the
delayed amendments  to 47 C.F.R. § 64.6303(c) and 64.6305(d), (e), (f), (g).

According to FCC, the final rule takes steps to combat illegally spoofed robocalls by
strengthening and expanding caller ID authentication and robocall mitigation obligations and
creating new mechanisms to hold providers accountable for violations of FCC's rules.

Enclosed is our assessment of FCC's compliance with the procedural steps required by
section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule. If you have any questions
