DIGEST

Protest that the agency unreasonably evaluated the protester's past performance is
denied where the record shows that the agency's evaluation was reasonable and
consistent with the terms of the solicitation.
DECISION

Cantu Services, Inc., a small business of Burkburnett, Texas, protests the Department
of the Army, Mission and Installation Contracting Command's decision to exclude Cantu
from the competitive range under request for proposals (RFP) No. W9124J-21-R-0027.
The Army  issued the solicitation for full food services for dining facilities at Fort
Huachuca,  Arizona. The protester contends that the agency's past performance
evaluation was unreasonable.

We  deny the protest.

BACKGROUND

On  March 25, 2022, the Army issued the solicitation under the commercial item
procedures of Federal Acquisition Regulation (FAR) part 12, using the negotiated
procurement policies and procedures established under FAR part 15, seeking proposals
to provide full food services for designated dining facilities at Fort Huachuca in Arizona.
