Tran, Esq., Office of the General Counsel, GAO, participated in the preparation of the decision. DIGEST 1. Protest alleging the agency's price reasonableness evaluation was improper for failing to consider and resolve an alleged error or discrepancy in the awardee's proposal is dismissed for failure to state a valid basis of protest. 2. Protest alleging that awardee's pricing is unbalanced is dismissed where the protester fails to make the threshold showing that one or more of the awardee's prices was overstated. 3. Protest alleging the agency conducted improper discussions is denied where the discussions were meaningful, not misleading or unequal, and without prejudice to the protester. DECISION Wolverine Tube Inc. d/b/a Wolverine Industries, of Decatur, Alabama, protests the award of a contract to AAR Manufacturing Inc., d/b/a AAR Mobility Systems (AAR), of Cadillac, Michigan, under request for proposals (RFP) No. FA8534-19-R-0001, issued by the Department of the Air Force for the manufacture and delivery of next generation (Next-Gen) air cargo pallets. Wolverine contends the agency's evaluation of offerors' proposals and resulting award decision were improper. We deny the protest.
