DIGEST

1. Protest that the agency's assessment of a weakness in the protester's proposal
reflected a clear evaluation error is denied where the agency reasonably relied on the
information provided in the protester's proposal, and where the offeror bears the burden
of submitting an adequately written proposal.

2. Protest that the agency applied unstated evaluation criteria in its evaluation of the
protester's proposal is denied where the record reflects that the challenged evaluation
was  premised on matters that were logically encompassed by the stated evaluation
criteria.

3. Protest that the agency failed to justify a weakness assessed to the protester's
proposal is denied where the agency's evaluation was reasonable and consistent with
the terms of the solicitation.

4. Protest challenging the agency's best-value tradeoff analysis is denied where the
record reflects that the agency's source selection rationale was based on a reasonable
evaluation and was consistent with the stated evaluation criteria.
