DIGEST
1. Protest that the agency unreasonably investigated a disqualifying OCI attributable to
the awardee is denied where the record shows that the agency conducted a thorough
investigation and did not find any evidence substantiating the allegation.
2. Protest that the agency unreasonably evaluated the firm's technical and past
performance proposals is denied where the record shows that the agency's evaluation
was consistent with the firm's technical approach and performance record, as well as
applicable procurement statutes and regulations.
DECISION
Pioneer Corporate Services, Inc., a small business of Ashburn, Virginia, protests the
issuance of a task order to MetroStar Systems, Inc., of Reston, Virginia, under request
for proposals (RFP) No. 19AQMM20R0020, issued by the Department of State (DOS)
for information technology (IT) services. Pioneer argues that the agency unreasonably
evaluated the firm's proposal, and that MetroStar had a disqualifying organizational
conflict of interest (OCI).
We deny the protest.
