John Sorrenti, Esq., and Christina Sklarew, Esq., Office of the General Counsel, GAO, participated in the preparation of the decision. DIGEST 1. Protest that agency failed to assess multiple strengths to protester's proposal, while unreasonably assessing five weaknesses, is denied where the record shows that the evaluation was reasonable. 2. Protest that agency should not have evaluated skill mix under a particular technical evaluation factor is denied where the solicitation stated that under this particular evaluation factor, the agency would evaluate the offerors' total resource volumes, which included the proposed skill mix. 3. Protest that agency failed to conduct meaningful discussions is untimely because protester had all the information it needed to raise this allegation in its initial protest but did not. 4. Protest that the agency unreasonably evaluated cost realism is denied where protester is unable to demonstrate that the evaluation resulted in competitive prejudice. 5. Protest that the solicitation should be canceled or amended because the agency's needs have changed is denied where the agency affirmatively states that its needs have not changed and protester has not provided any evidence to refute this statement.
