DIGEST Protest challenging the agency's evaluation of protester's proposal under the past performance evaluation factor is denied where the record shows that the evaluation was reasonable and consistent with the solicitation. DECISION Fortem Solutions, LLC (Fortem), a small business of Vienna, Virginia, protests the exclusion of its proposal from the competition by the Department of the Air Force under request for proposals (RFP) No. FA8771-17-R-1 000 for information technology (IT) services.' Fortem argues that the agency unreasonably evaluated its proposal under the past performance factor. We deny the protest.
