          A totalization agreemn3nt permits foreign workers and
 certain U.S. workers to qualiiy for United States accial
 security coveraqe with less than the required period of work. On
 February 28, 1 78, the President sibmitted to the Ccngrezs the
 totalization aqreement betwesn the United Statss and Italy. The
 italian aqreement will provide limiteJ additicnal benefits for
 most persons affected, and the Department of health, Education,
 and Welfare's (IEWls) tenefit estimates of the kalance cf
 payments qain Las increased substantially and appears to be
 overstated. HEW estimates that 35,000 persons will ke eligible
 for some amount of totalized benefits under the agreement;
 however, according to HEW, only 200 perscns who are not
 presentiC receiving benefits from either country will receive
 social security benefits under the agreement. Most cf th*
 persons receiving totalized benefits are expected tc reside in
 the United States. If they are needy, such persons wculd
 probably be eliqible for cash abbistarce under the Supplemental
 Security Income program. The Secretary of HEW hat estiiated a
 net annual qain in the U.S. balance oi paymeuts of $73 mil]ion
 as a result of this agreement. This ircludes NEW'z calculation
 of $12 million in annual benefit payments that Italy will make
 to persons residinq in the United States; .his estimate apjears
 overstated beceuse current wage data irstead of wage data
coverinq the period of time worked were used. 4BRS)
