         Since it was initiated in 1956, tIG Invircmmental
Protection Aqency's water pollution c¢,trol construction grants
proqzam has been expanded by removing the dcllar ceiling and
increasinq the Federal share of project costs. The Ccngress
appropriated almost $25 billicn betueen 1970 and 1978 and
authorized another $20 billion through 1982 fox the program.
Advanced waste treatment facilities frequently are not well
justified and may not substantially imizcve watnr qualit). In
spite of this, EA's 1977 data showed that 565 advanced waste
treatment projects were under construction at a cosi of $2.7
billion. The following problem areas zequire attention: projects
are beinq constructed with little or no on-site inspecticns;
comprehensive planniuq has not been accomplished; nonpoint
sourcez of pollution, such as runoff from agricultural and
forest lands, are now more of a prcblea than industrial and
municipal point P.urces; little is known akcut the extent of
toxic chemical spills acd discharges; treatment plants are being
constructed where they are not needed; low-income families are
findinq it difficult to pay user charges and other fees;
administrative and financial controls over constructicn Srant
funds need strenqtheninq; and operation and maintenance problea.
bave decreased the effectiveness of comFlete plants.
