         The proposed Nuclear Siting and Licensing Act of 1978
seeks to improve the nuclear poweFlant licensing process by
expediting liconsin_ through eerly site approval and preapproved
standard powerplant desiqn ., clv'arly delineatin] the respective
roles of Federal and State reguiators, and mcd.alyimg putlic
participatior to reduce potential delays in the licensing
process. Nuclear powerplant designs and potential sites 'icule. be
ieveiwed and approved by the Nuclear Begulatcry Commission (NRC)
in advance of use by utilities. This approach is already being
implemented admini,;tr-atively and has not rasulted in reduced
leadtimes. T)e proposed legislation would permit NRC tv issue a
combined construction and operating license after one review.
This would eliminate much duplication, but other alternatives
should be considered. Frovisions for sliminating mandatcX7
reviews by the Advisory Committee cn Beactcr Saeguards on
applicatiens for aonstandardized plants were not favcred. The
bill also makes unnecessary changes in the extent of putlic
participatio1 in the licensing process. 4H1h)
