         The Impoundment Control Act cf 1974 requires the
President to report promptly to the Ccngress all withholdinys of
budqet authority and to abide by the outccoe of the
conqressional impoundment review process. The act has generally
worked well, but possible refinements in th2 law and its
administration were recommended. The Cffice of Managehent and
Badqet should specify the duration of frorc-sed partial-year
deferrals, identify impoundments of congressicnal add-cms to
Executive branch tudqet requests, note whcther previous
impoundments have been proposed for ezch program, an- imnrove
the timeliness of presidential impoundment repcrts. Legislative
recommandat.*Lons included repeal of the requirement tc report
routine impoundments and provision for a means to reduce the
45-day period dur'ing which funds can be withheld pending
rescission requests. The act should te amended to: require a
statement o± the exact duration of proposed partial-year
deferrals, eliminate the 25-day waiting period kefor* the
Comptroller General can initiate legal proceedings to ccmpel the
release of impcunded budget authority, and specify when
impoundments may be proposed after prior imfourdments icr the
same proqram have been rejected by the Ccngress. k Fossible
legislative approach would permit an expedited congressional
review of proposed curtailmeats under which the review Ficcedure
would not be self-executing; the Congress bould specify in other
