         Tho Federal Employees' Compensaticn Act provides for
two types 'it *1i 3-bility payments--monthly payments for Icss of
waqes for as lonq as the disability ccntinues, and scheduled
awards tor certain permanent disabilities. The Federal
EmployeesO Comaensat.cn Program has qrcwn substantially since
1970 and, if benefit -aiments continue to increase at the same
rate, annual benetit costs will reach 11 billion &y 1980. A
review of the pcogram rev,4aled that. benefits were awarded
without a showing of causai relation between the epployee's
disability or death and his er her employment; there wais
ineffective monitorinq of disebil   y stat;'s and the need for
rehabilitation or employees receiving axterded compensation;
there are changes needed it managevert and cperating procedures
so that administration of the program cap te improved; there are
problems with staffing, including the selecticn and training of
claims examiners; compensation benefits incr.ased sutstuntially
because of the Office cf Workers' Cocrensation Programs' change
in its formula tor nearing impairment compensation; and there is
a need to establish causal relationship betien occupational
noise exposure and permanent hearing impairment. Improvements in
the program shculd be made by improviLq the training and
selection of the staff and by establish.ing ap!rzopriate
stdndards, systems, and procedures to correct deficlercies. The
Director, Office of Management and Budget, should determine
whether it would be advisable to amend the act to place specific
mcnitorinq and vocational rehabilitation respcnsitilities i.i the
