          The Atomic Energy Act of 1954 requires the Nuclear
 Requlatory Commission (NRC) to hold a Fublic hearing before it
 issues a license to construct a nuclear poverplant. ThIs gives
 the public an opportunity to intervene or question licassing
 decisions and to resolve technical or environmental questions
 relating to the proposed constructicn. A recent report
 discussing the NRCs procedures for subnitting information to
 the Licensing Boards described: how the Licensing Boards receive
 infoL.'tion, how the NBC's staff submits information to tgA
 Boards, and ihether proposed changes in procoda res will improve
 the level of communication between the Boards and the NBC at~ff.
 The report n'ted that instances wiere the Boards had not been
 notified ct !mportant information by the licensing staff
 appeared to have been caused by the sitaff who handled the
 information rather than by specific c eficiencies in the
 Commission's procedures. No efforts have ever been made by the
 NRC to evaluate the Board aembers' perforrance, estatlish
 minimum qualifications for persons arcinted to the Loards, or
 determine if a more formal training proqram is needed. To
 improve the licensinq review process, the Chairman ci the NRC
 should: require training of all technical staff members on the
 role and activities of the Licensing Eoards and their
responsibilities for keeping the Boards informed, establish
minimum qualifications for persons appointed to the Licensing
Boards, and develop an open and competitive selection system for
filling Board vacancies. (RRS)
