          Recommendations included in a 1975 report were designed
to improre the Federal Governaentes ability to formulate
effectie, national materials policy by improving the adequacy of
inforLation on materials R&D in the public and privat sect'#rs.
A followup review indicated that virtually no corrective actior
was taften since the 1975 report. There are still no stated
national aaterials policy graI.s or objectives; Lo organiziLtion
has assumed responsibility for overseeing all materials R&D; and
adequate steps have not been taken to develop a comprehensive
materials R&D zjinformation sys-tero Falloing the earlier report,,
Congress established the office of Science and Technology Policy
(OSTP) vithin the Executive Office of the President to oversoe
scientific, engineering, and technolopi-al cthatations tat
require attention at the highest levels of Govtl ,_ent. OSTP III
the best exi:ting institution to oversee the qc- :n tfs ftD
program. The Director of OSTP should: determine tle type of
aterials R&D data needed, determine n tional vaterials research
needs, and develop relevant budget recoumandatiofs. Congres
should enact legislation vhich woula recognire the Smithsonian
Science Iwformatian Exchmnge as the official data center for all
materials-related research and development. Ihe Presidect of the
Exchange should be more aggressive in gathering data from
non-Federal sources and in filling agency requests. The Office
of manaqement and Budget should require a mandatory reporting
system for all agency materials R&D data. (SRS)
