have risen rapidly, aD4-it is becoming increasingly difficult to
find acceptable means and locations for di-sal of solid Paste.
Analysis indicates tWa  With mandatory deposits therq would be
approximately aia 80% reduction in beverage container litter. The
number of empty cent~kjers returned to retail stores,
wholesalers, breweries, and bottlers uould increase roughly
fourfold. If the ind,?-try do-as not shift to greater usa of
refillable bottles, iniistry costs would rise because containers
designed for one use would have to be handled, transported, and
made available for recyclinq or disposal. However, net qosts to
industry would probabi), go down with mandatory dejositS. in
addition, a mandatory deposit system would probably reduce
