DIGEST Protest challenging the agency's evaluation of proposals is denied where the agency's evaluation was reasonable and consistent with the terms of the solicitation. DECISION Spatial Front, Inc. (SFI), a small business concern of McLean, Virginia, protests the issuance of an order to Harmonia Holdings Group, LLC, a small business concern of Blacksburg, Virginia, under request for proposals (RFP) No. CENSUS2016-DEC-1 36, issued by the Department of Commerce, United States Census Bureau, for information technology (IT) services to support the Census Bureau's Decennial Information Technology Division. SFI challenges the agency's evaluation of proposals under the RFP's three non-price evaluation factors, and the resulting source selection decision. We deny the protest. BACKGROUND On December 23, 2016, the Census Bureau issued the solicitation to 12 project tier contractors under the agency's Systems Engineering and Integration Support (SE&I)
