DIGEST

1. Protest that agency failed to give adequate consideration to awardee's potential
organizational conflict of interest is denied where the agency reasonably evaluated
whether the awardee had unequal access to information, and where the protester's
assertions fail to present hard facts indicating the existence of a conflict.

2. Protest challenging the agency's evaluation of the protester's technical proposal is
denied where the evaluation was reasonable and consistent with the solicitation.

3. Protest challenging the agency's cost realism evaluation of the protester's proposal
is denied where the record demonstrates the agency's conclusions were reasonable.
DECISION

Tatitlek Technologies, Inc., a small disadvantaged business of Anchorage, Alaska,
protests the issuance of a task order to Qi Tech, LLC, of McLean, Virginia, under
request for proposals (RFP) No. N001 7817R3058, issued by the Department of the
Navy for administrative and clerical support services for the Navy's Naval Surface
Warfare Center Dahlgren Division (NSWCDD), Dahlgren, Virginia. Tatitlek argues that
the agency's evaluation of proposals and resulting award decision were improper.


We deny the protest.
