DIGEST

1. Protest that the awardee's proposal was unacceptable because the awardee's
registration in the System for Award Management was inaccurate is denied where there
is no basis to conclude that the protester was prejudiced by the agency's waiver of the
registration requirements.

2. Protest challenging the reasonableness of an agency's past performance evaluation
is denied where the record shows that the agency evaluated the protester's proposal
reasonably and in accordance with the terms of the solicitation and applicable law and
regulation.

3. Protest that the agency failed to conduct meaningful discussions is denied where
discussions identified all deficiencies and significant weaknesses in the protester's
proposal and were not misleading.

4. Protest challenging the agency's source selection decision selecting a higher-rated,
higher-priced proposal is denied where the agency's best-value tradeoff was
reasonable, adequately documented, and consistent with the terms of the solicitation.
