DIGEST Protest challenging the agency's reevaluation of quotations under technical factor is sustained where the record shows that the reevaluation was inconsistent with the terms of the solicitation and not adequately documented. DECISION Immersion Consulting, LLC, of Annapolis, Maryland, protests the issuance of a task order under Federal Acquisition Regulation (FAR) subpart 8.4 to NetImpact Strategies, Inc., of Chantilly, Virginia, under solicitation No. 1186423, issued by the Department of Defense (DoD), Defense Human Resources Activity (DHRA), for program management support services.
