    This action is in reference to a letter dated Match 5, 1975,
with enclosures, f.mm SKC                           , requesting
that our Office review his claim for telephone inat!latiobAy rges
under the so-called Meritorious Claims Act: 31 U.S.C0. 5 236(1970).
    The facts giving rise to the claim ae briefly indicated in the
r-ord as follows:
         TIM        was involuntarily mved from governet
    pxovi4ed quarters at                   to 30.43
              in order to accoramdate scheduled renovation
    of government quarters required .by the gove=mwt. Upon
    completion of the renovation, SC      will again be
    required to move back into his quarters at
    Road. As a direct result of the abova mentioned moves
    SFC       has suffered monetary loss in the *amunt of
    $60.00 for the installation of telepbane services at the
    quarters mentioned. Aa enclosed Statement by NNAjor Jack S.
    Hart bears evidenct to the fact that SFC     is required
    to have a tpbona in his quarters.

    Section 679 of title 31* United $tates Code (1970), provides
in parts

         Bxcept as otherwise provided by la, no mney
    appropriated by any Act shall be expended for tele-
    phone service installed in any private residence or
    private apartment* * *.'
