Protest that awardee's quotation misrepresented the awardee's relationships with proposed subcontractors is denied where the solicitation did not require commitment letters from subcontractors, the record does not clearly reflect a misrepresentation, and there is no indication that the evaluation relied on the alleged misrepresentation. 2. Protest challenging the agency's evaluation of the protester's quotation is denied where the evaluation was reasonable and consistent with the solicitation's evaluation criteria. 3. Protest challenging the agency's evaluation of the awardee's corporate experience and past performance, and alleging unequal discussions, is denied where, notwithstanding apparent errors, the protester failed to demonstrate competitive prejudice because it does not demonstrate that, but for the apparent errors, it would have had a substantial possibility of receiving the award.
