DIGEST

1. Protest challenging agency's evaluation of its past performance is denied where
evaluation was reasonable, supported by the record, and in accord with the solicitation.

2. Protest alleging that agency evaluated offerors' past performance unequally is
denied where record included documented instances of adverse performance for
protester and awardee, but the offerors' ability to effectively implement corrective
measures reasonably resulted in different past performance assessments.

3. Agency's best-value determination is unobjectionable where the decision was
consistent with the solicitation, supported by the underlying evaluation findings, and
adequately documented.
DECISION

DynCorp International LLC, of McLean, Virginia, protests the Department of the Air
Force's award of a contract to L-3 Communications, Vertex Aerospace, of Madison,
Mississippi, under solicitation No. FA8106-15-R-0007, which the Air Force issued for
C-12 aircraft logistics support. L-3 was also the incumbent contractor providing these
services. DynCorp objects to the agency's evaluation of the offerors' past performance
and the source selection decision.
