DIGEST

Protest challenging the agency's technical, past performance, and price evaluations is
denied where the evaluations and source selection decision were reasonable and
consistent with the terms of the solicitation.
DECISION

Centerra Group, LLC, of Palm Beach Gardens, Florida, protests the award of a contract
to SOC LLC of Chantilly, Virginia, under request for proposals (RFP) No. DE-SOL-
0009373, issued by the Department of Energy (DOE), National Nuclear Security
Administration (NNSA), for protection services. Centerra challenges NNSA's price,
technical, and past performance evaluations, as well as the agency's best-value
determination and source selection decision.

We deny the protest.

BACKGROUND

The RFP was issued on December 1, 2016, and sought proposals for award of a hybrid
fixed-price/time-and-materials contract for a base year and 4 option years to provide
protective force services, including uniformed special police officers (SPOs), at several
