OFFICF

OF GENERAL COUNSEL

The Honorable Gerry E..Studds
Member, United States
  House of Representatives
1143 Washington Street
Hanover, Massachusetts 02339

Dear Mr. Studds:

Reference is made'to your inquiry dated October 25, 1978, on behalf
of concerning his claim for reimbursement of
certain lezal expenses. You ask what further recourse is available to
at law or by administrative procedure in light of our
decision B-175031, dated April 28, 1978, denying his claim.

As you may know, we received a letter from dated
June 10. 197A, requesting reconsideration of our decision. Since
did not state specificallythe basis for his request,
we asked, by letter dated June 28, 1978, that he submit to our Office
any new, relevant evidence or arguments to support-his request. We did
not receive any further correspondence from and, after
3 months' time, we closed our files without further action.

Our procedures for review of claims settlements and reconsideration
of decisions of the Comptroller General are set forth in Part 32 of
title 4, Code of Federal Regulations, which provide, in pertinent part:

32.2 Basis for request for review.

Applications for review of claim settlements
should state the errors which the applicant
believes have been made in the settlement and
which form the basis of his request for
                   reconsideration.

If still wishes to request reconsideration, such a request
should be forwarded to the Comptroller General as soon as possible.
