DIGEST

1. Protest that agency misevaluated both protester's and awardee's proposals under
the two most significant evaluation factors is denied where agency's evaluation was
reasonable and consistent with solicitation criteria.

2. Protest that agency misevaluated proposals under less significant factors is denied
where protester was not prejudiced by any evaluation errors because more significant
factors favored awardee, and the record shows protester's challenges could at most
result in protester's and awardee's proposals being deemed equal under less significant
factors.
DECISION

Addx Corporation, of Alexandria, Virginia, a small business, protests the award of a
contract to Archetype II, LLC, of Herndon, Virginia, also a small business,1 by the
