Dear Mr. Secretary:

     Congressman William M. Ketchum has asked the General
Accounting-Office to answer several questionsconcernin  a
$500,000 grant reportedly awarded by the.Department of Labor
to the United Farmworkers of America.- The questions relate
to the grant award process as well as-several issues re-
lating to the grantee's qualifications as a.grant recipient.
Congressman Ketchum's request-was cosigned and/or supported
in separate letters'by about.30'Members of Congress.

     We have attempted to obtain complete access to -the
Department's records pertaining to the. grant, but'access
to certain of these records-has been denied.. On March 13r
1978, the Director, Office of National Programs-of the
Employment and Training Administration, and a representa-
tive of the solicitor's office advised us that contrary
to a January 11, 1978, Department press release, a -final -          ..
grant award has not yet been executed-with the United
Farmworkers. We were further advised that, consequently,                .
access to all grant-related records fdated' after the actual
selection of the United Farmworkers was being denied in
order to maintain the confidentiality of negotiations.

     On March 20, 1978, we met again with these two
officials as well as representatives of the Directorate
of Audit and Investigations of-the Office of the Assistant
Secretary for Administration and Management-in another
attempt to obtain access to pertinent records. Our
request was again denied.

     Although we appreciate the sensitivity-of this
situation, we cannot respond to the Congressmen's. concerns          .
without access to the entire grant file, including docu-
ments relating to the ongoing neqotiations.

     As you know, a major responsibility'of the General
Accounting Office is to make independent reviews of agency.
programs and report to the :Congress on the manner in which
Pederal departments and agencies .implement the laws enacted
