         1. Protest challenging the agency's conduct of discussions is denied where the
         record provides no basis on which to conclude that discussions were not meaningful
         or otherwise improper.

         2. Protest challenging the agency's evaluation of protester's past performance is
         denied where the agency reasonably took into account the offeror's performance on
         the incumbent contract.

         3. Protest challenging the agency's evaluation of protester's technical proposal is
         denied where the evaluation was reasonable and consistent with the solicitation,
         and without prejudice to the protester as a result of the alleged errors.

         4. Protest challenging the agency's cost realism evaluation is denied where the
         record demonstrates that the agency's conclusions were reasonable.
         DECISION

         Engility Corporation, of Chantilly, Virginia, protests the issuance of a task order to
         Booz Allen Hamilton, Inc. (BAH), of McLean, Virginia, under request for proposals
