          Protest challenging the agency's evaluation of the awardee's proposal is sustained
          where the awardee's misrepresentation of its proposed key personnel materially
          affected the agency's technical and cost evaluations, resulting in a flawed best value
          tradeoff and source selection decision.
          DECISION

          Palmetto GBA, LLC, of Columbia, South Carolina, protests the award of a contract to
          AdvanceMed Corporation of Baltimore, Maryland, under request for proposals (RFP)
          No. HHSM-500-2012-RFP-0008, issued by the Department of Health and Human
          Services, Center for Medicare and Medicaid Services (CMS), for a National Supplier
          Clearinghouse Medicare Administrative Contractor (NSCMAC). Palmetto challenges
          the agency's technical and cost evaluations and source selection decision.

          We sustain the protest.

          BACKGROUND

          The NSCMAC is the single CMS contractor that issues and revokes Medicare billing
          privileges for suppliers of durable medical equipment, prosthetics, orthotics and
