         DIGEST

         Protest challenging the evaluation of vendors' technical quotations is denied where
         record shows that the agency's evaluation was reasonable and consistent with the
         terms of the solicitation.
         DECISION

         Camber Corporation, of Huntsville, Alabama, protests the Department of Justice's
         (DOJ) issuance of an order to NTT DATA Federal Services, Inc., of Vienna, Virginia,
         under request for quotations (RFQ) No. DJJB-16-RFQ-0940, for information
         technology (IT) support services. The protester argues that the agency
         unreasonably evaluated the vendors' quotations.

         We deny the protest.

         BACKGROUND

         The RFQ was issued on December 22, 2015, and sought quotations to provide IT
         support services for DOJ's Executive Office of Immigration Review's (EOIR)
         eWorld, which is a collection of IT systems related to management of EOIR's
         immigration court hearings and cases. Agency Report (AR) at 1. The RFQ was
         issued under the Federal Supply Schedule (FSS) procedures of Federal Acquisition
