         DIGEST

         1. Protester's assertion that it was entitled to a higher technical/management rating
         than any other offeror based on its greater experience under the prior contract is
         denied where the solicitation provided for evaluation of the offerors' technical
         understanding and approach to performing the contract requirements, and the
         agency reasonably concluded that the offerors' proposals were essentially equal in
         this regard.

         2. Protest that agency considered the offerors' union affiliation as an unstated
         evaluation factor in making its source selection decision is denied where the record
         does not support the protester's allegation.

         3. Protest that agency failed to properly consider allegedly unrealistic and
         unbalanced pricing is denied where the record shows that the awardee's prices
         were neither unrealistically low nor materially unbalanced, and the agency
         appropriately considered potential risks.
         DECISION

         Crowley Technical Management, Inc., of Jacksonville, Florida, protests the
         Department of Transportation, Maritime Administration's (MARAD) award of
