         DIGEST

         1. Protest challenging the technical evaluation is sustained where the agency failed
         to reasonably evaluate technical risk in accordance with the terms of the solicitation.

         2. Protest challenging the agency's evaluation of the awardee's past performance
         is denied where the evaluation was reasonable and consistent with the solicitation's
         stated evaluation criteria.

         3. Protest challenging agency's cost realism evaluation is denied where the record
         demonstrates that the agency's conclusions were reasonable.

         4. Protest that agency failed to give adequate consideration to awardee's potential
         organizational conflict of interest (OCI) is denied, where the record shows that the
         agency investigated potential OCIs and reasonably concluded that awardee's plan
         would adequately avoid, neutralize, or mitigate the potential conflicts of interest.
