         DIGEST

         1. Protest challenging agency's evaluation of sample tasks using model answers
         that were not disclosed to offerors is denied where the record shows that the
         evaluation was reasonable and consistent with the solicitation.

         2. Protest alleging errors in agency's evaluation of protester's proposal is denied
         where protester has failed to demonstrate that agency's evaluation was
         unreasonable or inconsistent with the solicitation.
         DECISION

         Synaptek Corporation, a small disadvantaged business (SDB) located in Reston,
         Virginia, protests the exclusion of its proposal from the competitive range under
         request for proposals (RFP) No. VA1 18-15-R-0558, issued by the Department of
         Veterans Affairs (VA) for information technology (IT) services.' The protester
         challenges the agency's evaluation of its proposal under several evaluation factors.

         We deny the protest.


         1 The procurement at issue is commonly referred to as the Transformation
         Twenty-One Total Technology Next Generation procurement, or T4NG. Contracting
         Officer's (CO's) Statement at 1.
