   concernina the partial relocation of the Federal Enerqy
   Adtsnistration (PfA) to the Buzzard Point buildlnq, which
   hae been leased by the General Services Administration
   ,(GSA) In Southwest Washington, D.C. In your December 6
   letter, you requested our opinion as to the validity of
   GSA's lease of the Buzzard Point buildinq and our coe,.ants
   o a GSA economic analysis of various alternatives for
   using the Buzzard Point buildinq.

        As agreed with your Subcommittee staff, our response
    Is divided Into two reports. This letter deals with 'the
    validity of GSA's lease of the Buzzard Point building. Our   j

*       On harch 24, 1974, the Securities and Exchange Comiis-
   tion (SEC) requested that GSA provide 434.771 square feet
   of space for the expansion and consolidation of S&EC's head-
   quarters and Washington regional offices, At that time,
   part of SEC's offices were at 500 North Capitol Street, M1.,
   Washinqton, D.C.. under a lease which was scheduled to
   expire in April 1976.

        GSA determined that there was no space in Its inven-
    tory which would satisfy SEC'E request, and, therefore,
    in accordance with section 7(a) of the Publlc auildings
    Act o1 1959, as amended, 40 U.S.C. S60b{ah'(upr. i, 1975),
    lubmitted a prospectus for a proposed SEC lease to the
    Vouse and Senate Committees on 1;ublic horks. T1he rrospectus.
