Protest arguing that agency failed to perform required price realism analysis is denied where agency compared offerors' pricing to historical pricing for purposes of determining whether offerors' prices were too low. 2. Protest that awardees' prices are unbalanced is denied where record fails to show that any of awardees' line item prices are overstated. 3. Agency did not conduct unequal discussions by notifying other offerors, but not the protester, that their prices were noncompetitive where protester's prices were not viewed as noncompetitive until the agency conducted its tradeoff analysis.
