         DIGEST

         Protest that the agency failed to evaluate the realism of vendors' proposed prices is
         sustained where the record shows that the agency did not conduct a price realism
         analysis of proposed labor rates, as required by the solicitation.
         DECISION

         Iron Vine Security, LLC, of Washington, D.C, protests the issuance of a task order
         to Spann & Associates, Inc., of Lake Mary, Florida, under request for quotations
         (RFQ) No. HHSM-500-2013-RFQ-0013, issued by the Department of Health and
         Human Services, Centers for Medicare and Medicaid Services (CMS), for
         information system security support. Iron Vine argues that the agency failed to
         evaluate the realism of the vendors' proposed prices as required by the solicitation.

         We sustain the protest.

         BACKGROUND

         On June 25, 2013, CMS posted the RFQ on the General Services Administration's
         (GSA) e-Buy website. The solicitation was issued as a total small business set-
         aside under the Federal Supply Schedule (FSS) procedures of Federal Acquisition
         Regulation (FAR) subpart 8.4, and sought quotes from vendors holding FSS
         contracts under Schedule No. 70, General Purpose Commercial Information
