          DIGEST

Protest challenging agency's evaluation of proposals and source selection decision
is dismissed where protester either withdrew or abandoned its substantive
challenges to the agency's evaluation of technical proposals, and its remaining
allegations are untimely, fail to state a basis for protest, or do not demonstrate that
the agency's actions were prejudicial to the protester.
          DECISION

enrGies, Inc. (El), of Huntsville, Alabama, protests the award of a contract to BOSH
Global Services, of Newport News, Virginia, by the Department of the Army under
request for proposals (RFP) No. W91 1 QY-1 3-R-0007, issued to acquire small
unmanned aircraft systems (SUAS) training, logistics support and technical program
management services. El principally maintains that the agency misevaluated
proposals and made an unreasonable source selection decision.

          We dismiss the protest.

          BACKGROUND

The RFP contemplates the award, on a best-value basis, of a fixed-price, indefinite-
delivery/indefinite-quantity contract to provide flight training, logistics support and
miscellaneous engineering support services for a base period of 3 years and up to
