         DIGEST

         1. Protest is sustained where record shows that agency's source selection authority
         essentially disagreed with all of the negative findings of the agency's evaluators
         concerning awardee's proposal, but the record does not support a conclusion that
         his disagreement, which does not withstand logical scrutiny, was reasonable.

         2. Protest challenging agency's cost realism evaluation is sustained where
         evaluation failed adequately to consider the realism of the offerors' proposed costs,
         and record further shows that, in any event, agency improperly used the offerors'
         proposed--as opposed to evaluated--costs in making its source selection decision.
         DECISION

         Prism Maritime, LLC, of Chesapeake, Virginia, protests the issuance of a task
         order' to Valkyrie Enterprises, LLC, of Virginia Beach, Virginia, by the Department
         of the Navy under request for proposals (RFP) No. N00024-13-R-3038 for alteration
         installation team support and asset staging services in Port Hueneme, California

         1 The value of this task order is in excess of $10 million. Accordingly, this
         procurement is within our jurisdiction to hear protests related to the issuance of task
         orders under multiple-award indefinite-delivery, indefinite-quantity contracts.
