          DIGEST

          1. Agency reasonably reasonably evaluated protester's proposal as good, rather
          than outstanding, under the most important management approach evaluation
          factor based, in part, on various weaknesses in protester's proposal.

          2. Agency evaluated awardee's proposal as superior to protester's under the key
          personnel evaluation factor based, in part, on evaluated weaknesses identified in
          connection with protester's oral presentation.

          3. Agency reasonably concluded that the performance of an architect-engineer
          contract by the awardee nearly 20 years ago did not create a significant conflict of
          interest that required mitigation.
          DECISION

          Gulf Coast Petroleum Reserve Operations, LLC (GCPRO), of Springfield, Virginia,
          protests the Department of Energy's (DOE) award of a contract to Fluor Federal
          Petroleum Operations, LLC, of Greenville, South Carolina, pursuant to request for
          proposals (RFP) No. DE-SOL-0003490 to provide management and operating
