          DIGEST

Protest that agency improperly evaluated proposed compensation plans using an
unreliable standard, and unequally rated the awardee's compensation plan as
acceptable and the protester's plan as unacceptable, is denied where the record

Fort Sam Houston, Texas, and nearby military medical facilities. APlus argues that
the Army misevaluated its proposal and treated the proposals unequally.

          We deny the protest.
