         DIGEST

         1. Protest challenging the evaluation of the awardee's proposed costs and the
         acceptability of its technical proposal is denied where the record does not support
         the protester's argument that the agency failed to consider the awardee's proposed
         labor hours in these evaluations.

         2. Protest challenging the evaluation of the awardee's past performance is denied
         where the record shows that the agency reasonably considered the awardee's
         performance record in accordance with the solicitation criteria.
         DECISION

         ManTech SRS Technologies, Inc., of Houston, Texas, protests the award of a
         contract to Science Applications International Corporation (SAIC), of McLean,
         Virginia, under request for proposals (RFP) No. NNJ12424577R, issued by the
         National Aeronautics and Space Administration (NASA), for safety and mission
         assurance engineering services. ManTech challenges the agency's evaluation of
         SAIC's cost/price, technical proposal, and past performance. The protester also
         argues that the agency failed to conduct meaningful discussions, and challenges
         the selection decision.
