DECISION Savvee Consulting, Inc., of Chantilly, Virginia, protests the award of a contract to E3 Federal Solutions, LLC, of Arlington, Virginia, under request for quotations (RFQ) No. HQ0034-13-R-0076, issued by the Department of Defense, Washington Headquarters Service (WHS), for analytical and technical support services.
