DECISION RightStar Systems, of Vienna, Virginia, protests the establishment of a blanket purchase agreement (BPA) with SunView Software, Inc., of Tampa, Florida, under request for quotations (RFQ) No. S5121A-12-Q-001 1 issued by the Department of Defense, Defense Contract Management Agency (DCMA), for information technology service management (ITSM) service desk software. RightStar challenges DCMA's rejection of its quotation for failing to provide required option year pricing for certain items. We deny the protest.
