           DECISION

Intelligent Investments, Inc. (12), of Joplin, Missouri, protests the Department of
Homeland Security, Federal Emergency Management Agency's (FEMA) award of a
contract to Riley's Mobile Homes (RMH), of Neosho, Missouri, under request for
proposals (RFP) No. HSFE07-12-R-0001, for long-term maintenance and
deactivation of temporary housing units (including mobile homes and other types of
prefabricated housing). 12 asserts that RMH does not meet requirements in the RFP
that offerors reside or primarily do business in a set-aside area. 12 also challenges
the evaluation of its technical proposal.

We deny the protest.
