DECISION West Construction, Inc., of Lake Worth, Florida, protests the award of a contract to Carter Concrete Structures, Inc., of Stone Mountain, Georgia, under request for proposals (RFP) No. VA-1 01-11 -RP-01 32, issued by the Department of Veterans Affairs for construction services. West challenges the agency's evaluation of proposals and source selection. We deny the protest.
