           DIGEST

           1. Protest that awardee had an unmitigated impaired objectivity organizational
           conflict of interest was timely filed after the agency selected the awardee for award,
           notwithstanding the fact that the protester knew, prior to award, that the awardee
           was competing under the solicitation, and the basis for the alleged conflict.

           2. Protest is denied where the contracting officer gave meaningful consideration to
           whether the awardee had an impaired objectivity organizational conflict of interest
           and there is no clear evidence in the record that the agency's conclusion was
           unreasonable.
           DECISION

           Guident Technologies, Inc., of Herndon, Virginia, protests the award of a contract to
           Claraview, a division of Teradata, of Reston, Virginia, under request for proposals
           (RFP) No. HC1028-10-R-2038 issued by the Defense Information Systems Agency
           (DISA), Department of Defense (DoD), for Data Management (DMO), Enterprise
           Data Warehouse (EDW), and Business Intelligence (BI) support services for the
           Defense Commissary Agency (DeCA). The protester alleges that the awardee has
           an impaired objectivity organizational conflict of interest (OCI). 1
