 DtGEST:Where a member of a Reserve component Vas called
          to active duty for a period of less than 20 weeks,
          and his period of duty was extended several tties
          for periods of less than 20 weeks each, the period
          on active duty totaling far in excess of 20 weeks,
          and the record does not indicate that these exten-
          icOns were due to unforeseen circmtances, the
          member's claim for per diem can not be paid.

     This action is in response to a request dated Harch 23, 1977,
from the Chief of the Accounting and Finance Divieioa, Headquarters,
Electronic Systems Division (AFSC), Nanscom Air Force Base, X4assa-
chusetts, for a decision as to the propriety of paying a claim sub-
mittod by                                        , USAFR, 029-24-0511,
for per diem. The request was assigned Control 'So. 77-14 and for-
warded to this Office by Per Diem, Travel and Transportation Xllov-
anee Comuittee endorsement dated April 19, 1977.

then a member of the Air National Ouard$ was ordere to setve  uty
for 88 days plus travel time, the period of July 2, 1975, to Septem-
bar 27, 1975, by Special Order A1-169, dated July 1, 1975, at Head-
quarters, Air Force Communications Service, Richards-Gebaur Air
Force Base, Ifissouri. The request for assistance which led to Ser-
geant Connaughton's orders, the letter from that Headquarters, CSB
reference of June 27, 1975, states in part that that office was
experiencing a heavy overload of special projects with respect to
Reserve Forces programs. It also states that additional clerical help
was required in preparation for the AFCS ARF Policy Council sched-
uled for September 19775. It d   not iudicate any intent that the
persons called to active duty to fulfill this request would be kept
on duty after the expiration of this period.

     Special Order A4-275, dated Septerber 15, 1975, extended
                    tour of duty to Vecember 26, 1975. The reason
this extension was requested, as stated in a CSB letter of Septem-
ber 4, 1975, is that the office C6 which                    was
