           DIGEST

           In a negotiated procurement that provided for the evaluation of small business
           subcontracting plans on a pass/fail basis, the rejection of the protester's proposal as
           technically unacceptable on the basis of the acceptability of its small business
           subcontracting plan was unreasonable.
           DECISION

           Management Consulting Inc. d/b/a MANCON, of Virginia Beach, Virginia, protests the
           rejection of its proposal under request for proposals (RFP) No. N00189-1 I-R-0006,
           issued by the Department of the Navy for the operation of a retail store at the Naval
           Air Station Norfolk, Virginia.

           We sustain the protest.

           BACKGROUND

           The RFP provided for the award of a fixed-price, indefinite-delivery/indefinite-
           quantity contract for the operation of a walk-in retail store (the Norfolk Super
           SERVMART) for a base year and 4 option years. A detailed performance work
           statement (PWS) was provided that described the required services. See RFP, PWS,
           at 8-29. In addition to operating the SERVMART, the contractor will operate a
           mobile store to service government activities in the Hampton Roads area; provide
           free delivery within the area; and operate an internet store. PWS at 9.
